Senior Management

Mr. Francis Meja, Director General

He is responsible for the implementation of the policies, programs and objectives of the authority. Prior to his appointment in 2013, he was the Registrar of Motor Vehicles. Mr Meja commands a wealth of knowledge and expertise on road transport and transport logistics. He is a holder of a Master’s Degree in Business Administration (Strategic Management) from University of Nairobi and has a BA in Economics and Public Administration. 



Ms. Jacqueline Githinji, Director Registration and Licensing

 She is the Director Motor Vehicle Registration and Licensing. She holds a B.A Arts and a Masters in Arts from the University of Nairobi.

She has over 20 years management experience both in private and public sectors. Ms Githinji has been instrumental in the modernization and reforms in the registration and licensing department where most services have gone online


Mr. Leparan C. ole Tialal, Director Corporate Support

Mr. Tialal the Director, Corporate Support Services is an experienced corporate strategy and performance management expert with a solid background in human resources, financial management and administration.  He has a wealth of experience spanning 16 years, gained both in the public and private sectors. He holds a Master of Business Administration (MBA) in Strategic Management (University of Nairobi); a Bachelor of Commerce Degree in Business Administration (Catholic University of Eastern Africa); a higher Diploma in Human Resource Management (Kenya Technical University) and a Diploma in Business Administration (RVIST). He is also widely trained in various aspects of Corporate Performance, Human Capital and Financial Management both locally and abroad. He is a full member of the Institute.

Eng. Gerald Wangai, Director -Motor Vehicle Inspection

Engineer Wangai is the Director of Motor vehicle inspection and the Chief Superintendent Engineer overseeing the operations of the department. He holds a Bachelor of Science Degree (Mechanical Engineering) from the University of Nairobi and has vast experience spanning over 28 years in the Public Service. Being a member of professional bodies- the Institution of Engineers of Kenya and Engineers Registration of Board Mr Wangai has attended numerous trainings and seminars.

Mr. John Muya, Deputy Director- Licensing

With vast experience in the public service, Mr Muya holds a Bachelor of Arts Degree from the University of Nairobi with a Master degree in Public Health from Boston University in the US. He is the deputy director in charge of licensing




Eng. Fernando Wangila, Deputy Director ICT

Eng. Wangila is the Deputy Director and head of ICT. He has over 12 years’ experience revolving around the strategic direction, management, and delivery of large scale, complex programmers for government departments and private organizations. Eng. Wangila is a Certified Professional Engineer and a Life member of The American Board of Engineers, The International Consortium for organizational resilience (ICOR), Institute Of Directors (IOD), Co-Chair Transport Pillar in the Kenya National Data Revolution among others.

Ms. Dido Guyatu, Deputy Director Corporate Affairs and Communications

Ms Dido Guyatu is in charge of Corporate Communications holds a Master of Arts degree in Corporate Communication from Daystar University with a Post Graduate Diploma in Corporate Communications from the Presbyterian University of East Africa. She also has a Bachelor of Arts degree in Communications (Public Relations) from Daystar University.

Dido has attended has attended several trainings relating to the corporate communications and management in various institutions including the Management School London and Kenya School of Government

Lt. Colonel (Rtd) Hared H Adan,   Deputy Director Safety Enforcement & Accident investigations

Colonel Hared holds a Master’s Degree in Strategic Security Studies (Combating Terrorism), from the National Defence University (USA) with a Bachelor of Arts Degree (Political Science from University of Nairobi) coupled with numerous training in and out of the country. He has wealth of experience in Security, Investigation and Law enforcements. Previously worked with the Kenya Defence Forces for about 28 years and Independent Policing Oversight Authority for one & a half years. He has worked in Namibia as UN Peacekeeper and African Union/United Nations Mission in Darfur (Sudan) as the Force Provost Marshal responsible for policing the UN Military Component.

ROBERT NGUGI, Senior Deputy Director Legal Services
Robert Ngugi is the Senior Deputy Director in charge of Legal Department where he advises the Authority on legal matters in terms ofpolicy development, legal risks, policy negotiations and regulatory matters.
Robert Ngugi is a Chevening Alumni and possess a Bachelor in Law (LLB) University of Nairobi, postgraduate diploma in law and a Masters in International Commercial Law (LLM) University of Nottingham.
Robert has extensiveexperience in the public service and has previously worked in the Office of the Attorney General and the National Hospital Insurance Fund. While at the Office of the Attorney General, Robert represented the Attorney General as his alternate in the board of various public organizationsincluding Kenya Broadcasting Corporation and Tobacco Control Board.  Robert  is currently a member of Law Society of Kenya, the East African Law Association and Chevening Alumni Association.
