Vacancies

The National Transport and Safety Authority (NTSA) is a State Corporation established through an Act of Parliament; Act Number 33 of 26th October, 2012. The Authority is mandated with effectively managing the road transport sub-sector, minimizing road traffic accidents and loss of lives resulting therefrom.
Pursuant to this mandate, the Authority seeks to recruit highly motivated, visionary, dynamic and results oriented candidates to fill the under mentioned positions;

1) SENIOR INFORMATION SYSTEMS AUDITOR - REF : NTSA/07/2017/37

Key Duties and Responsibilities

  • Undertake reviews of NTSA’s ICT infrastructure and provide assurance to management on the adequacy of the system controls in place and make recommendations where necessary;
  • Conducting regular internal control assessments of the Authority’s Information Systems and ICT Infrastructure and recommending measures to mitigate them;
  • Contribute to the development of the annual Information Systems audit plan;
  • Execute Information systems audit reviews based on the annual Information Systems Audit plan;
  • Perform audits of information systems controls including data integrity, backup and disaster recovery, data Centre procedures, data communication and access controls, database administration and end user control;
  • Conduct applications systems audits i.e. Microsoft Dynamics AX and other business systems to determine the completeness and accuracy of transactions that have already been processed and the internal controls therein.
  • Evaluate management action and controls needed to manage risks effectively, advise and where needed facilitate improvements;
  • Monitor the implementation and operation of defined controls and recommendations on an ongoing basis;
  • Ensure that the Authority’s information technology is in compliance with the Authority’s Policies and Procedures requirements;
  • Perform research to identify and summarize applicable laws and best practice guidelines;
  • Assist in IT and other fraud investigations.

2) ENFORCEMENT OFFICER ON MOTOR CYCLE - REF:NTSA/07/2017/06

Key Duties and Responsibilities

  • Enforce the NTSA ACT 2012 and Traffic Act;
  • Undertake highway patrol to detect and curb non-compliant offenders;
  • Carry out investigations on matters pertaining to road safety and taking necessary action;
  • Ensure road users comply with the law including pedestrians and motorists;
  • Educate motorists on matters related to road safety;
  • Gather intelligence on matters pertaining to road safety and analyzing the information;
  • Organize and execute operations which involve drunk driving and speed detection;
  • Liaise with traffic police officers in enforcing the traffic laws;
  • Detect fake and un-prescribed registration number plates and take necessary action;
  • Document and compile all reports related to road safety;
  • Keep safe custody of exhibits obtained from offenders;
  • Be responsible for and safeguard the motorbike assigned to them and report any defect or need for service; and
  • Any other duty that may be assigned from time to time.

3) DIRECTOR, TECHNICAL SERVICES - REF: NTSA/02/2017/01

The Director, Technical Services will be part of the NTSA’s Senior Management team and shall report to the Director General. The jobholder will oversee the technical services provided under motor vehicle inspection, infrastructural services and projects that incorporate road design and review for road safety.

4) DEPUTY DIRECTOR, MOTOR VEHICLE INSPECTION - REF: NTSA/02/2017/02
The Deputy Director, Motor Vehicle Inspection will join the Authority’s senior management team and shall report to the Director, Technical Services. The jobholder will be responsible for overseeing and coordinating all motor vehicle inspection centres and services offered through NTSA for compliance of public service and private vehicles, among others.

5) DEPUTY DIRECTOR, INFRASTRUCTURE AND PROJECTS - REF: NTSA/02/2017/03
The Deputy Director, Infrastructure and Projects will join the Authority’s Senior Management team and shall report to the Director, Technical Services. The jobholder will undertake road safety audits and advise the Authority on quality of road engineering design and, renovation and construction of roads so that they adhere to road safety standards.

6) DEPUTY DIRECTOR, LICENSING - REF: NTSA/02/2017/04
The Deputy Director, Licensing will join the Authority’s senior management team and shall report to he Director, Registration and Licensing. The jobholder will be responsible for overseeing and coordinating licensing and compliance of public service vehicles, drivers licensing among others.

7) DEPUTY DIRECTOR, CORPORATE STRATEGY AND PLANNING- REF: NTSA/02/2017/05
Reporting to the Director, Corporate Support Services, the Deputy Director, Corporate Strategy and Planning, will be responsible for translating the Authority’s mission and strategy into a comprehensive set of measurable annual work plans and targets and drive strategy implementation to ensure that the NTSA’s mandate is delivered.


Key Duties and Responsibilities

  • Assessing current and future business environment to determine the changes required in business objectives;
  • Writing and submitting project funding proposals and/or business cases in order to secure resource commitments from financiers and development partners;
  • Responsible for projects management including resource mobilization and ensures that the project funds are efficiently utilized during all stages of the project and that they are implemented in accordance with the contract to guarantee efficiency, cost effectiveness and timely completion; 
  • Coordinating the delivery of all key strategic initiatives in the business and coaching the multidisciplinary champions of the strategic plan in order to deliver expectations;
  • Identifying and evaluating organizational risk exposure in all NTSA’s projects and activities in order to devise appropriate mitigating strategies aimed at eliminating potential risks;
  • Ensuring proper and timely implementation  of the Authority’s strategic plan and monitoring & evaluation of the programmes and projects thereto;
  • Providing technical leadership to the teams working in the Strategy and Planning department to enable them develop, implement and evaluate strategic management plans and budgets; and
  • Performing any other duties as may be required from time to time.
